Although broadly sequential, the framework does allow for the revisiting of prior stages. This is simply a reflection of the real world. Ideally, the project 'contract' would be settled at the beginning but it would be foolish to set it in stone when information that we could not possibly have known about emerges during later stages. Or the business environment changes.
